In a food processor, combine the black beans, salsa, vegetable broth, lime juice, chili powder, cumin, garlic powder, onion powder, cayenne pepper (if using), salt, and black pepper. Blend until you achieve a smooth and creamy consistency.
Taste and adjust the seasonings as needed. Add more lime juice for brightness, more cayenne pepper, for heat, or a splash of water or vegetable broth if the dip is too thick.
